PASA is the payment system management body recognised by the South African Reserve Bank (SARB), in terms of the National Payment System Act of 1998, to organise, manage and regulate the participation of its members in the payment system.

Under the administrative direction of the Chief Executive Officer, the Electronic Low-Value Payments Executive will oversee the management and improvement of the South African Electronic Low-Value Payment System, which forms an integral part of the National Payment System.
To that extend the purpose of the job is:
1.To take end-to-end executive accountability for the overall quality, efficiency, and health of Electronic Low-Value Payment components of the National Payment System and the coordination for all PCH and other payment system activities, including the accountability for the effective delivery of relevant projects and programmes.
2.To take executive accountability for running and managing the electronic low-value components of the National Payment System, including rules, processes, workflows, and procedures designed to create a well managed and regulated electronic low-value payments landscape.
3.To support, sponsor and drive change that will help shape and guide the future growth and development of the electronic low-value payment system in the NPS.
4.To develop, refine and implement operations functional models and strategy, including financial and human resources required to ensure the disciplined and rigorous operational management of all low-value electronic payment systems to support, safeguard and regulate the NPS according to PASA’s mandate.
5.As a member of the executive team to influence and shape future payments strategy by being informed of international trends, plausible strategic scenario’s, possible risks, current and future stakeholder needs and broader eco-system challenges or dependencies and to take co-accountability for the formulation and execution of the PASA Payments Plan for all low-value electronic payment systems.
6.To form and engage in meaningful relationships with key stakeholders such as the South African Reserve Bank, National Treasury, FSCA, Government Agencies, PSO’s, BASA and Payments System Providers and Users to consult or advocate changes, improvements or risk reduction measures to Low Value `electronic Payments streams in the National Payment System.

Specification

Education and Experience Required:
•>10 years hands-on experience within a Payment System eco-system, preferably electronic low-value systems, with at least five years in senior managerial or general management role (previous experience as Executive Operations or COO in the financial services sector); and
•A formal applicable post-tertiary qualification (e.g. MBA, B.Com Hons).

Knowledge & Skills:
•Operational Payment System knowledge;
•Knowledge of the payment systems regulatory framework, specifically the role of the SARB, PCH PG’s, and PCH SO’s:
•Understanding of the banking environment, different payment channels and in particular digital channels:
•Legislation and compliance knowledge related to payment systems;
•Project and matrix management knowledge;
•Coordination and management skills;
•Financial management skills and knowledge;
•Excellent verbal and written communication skills (including report writing and presentations);
•Analytical and problem-solving skills; and
•Leadership and influencing skills.

Requirements

Core Accountability 1
Executive accountability for running and managing all the electronic low-value payment systems of the National Payment System, including rules, processes, workflows, and procedures designed to create a well managed and regulated electronic low-value payments landscape
•Support and guide the effective execution of all operational duties related to the management of relevant payments streams, including liaison with PSOs, soliciting of support for the drafting and enforcement of relevant legal agreements, rules and the execution of interventions as decided upon or supported by various Payment Clearing House Participation Groups and/or related subcommittees.
•Oversight and overall accountability for the coordination of the PCH PG priorities and end-to-end output/resolutions including the understanding of risks, challenges, opportunities and root-causes of problems.
•Liaison with PCH System Operators (PSO’s), Third-Party Payment Providers (TPPP’s) and System Operators (SO’s) to support the management of payments and financial infrastructure, manage risks and to ensure the resolution of any operational friction points.
•Provide unique industry expertise, insight and thought leadership to support complex operational and risk challenges in the NPS.
•Help PASA Members to manage and resolve relevant operational and risk issues in the payment system through the relevant structures created for that purpose
•Develop and ensure implementation of Business Continuity and Incident Management plans and procedures

Core Accountability 2
Supports, sponsors, and drives change that will help shape and guide the future growth and development of the electronic low-value payment systems in the NPS.
•Influence and shape future payments strategy by being informed of international trends, plausible strategic scenario’s, possible risks, current and future stakeholder needs and broader eco-system challenges or dependencies
•Together with the Executive Strategy and Communication, take co-accountability for the formulation and execution of the PASA Payments Plan for all low-value electronic payment systems.
•Together with relevant SME’s and the Executive Payments Regulation, to ensure that an effective, object-orientated rules architecture is created and maintained for electronic low-value systems.
•Lead, coordinate, or sponsor projects and programmes designed to improve low-value electronic payment systems.
•Advocate, liaise and consult proactively with stakeholders on the relevant change to ensure buy-in and support.

Core Accountability 3
Ensure an effective, functional operating model including effective and adequate financial and human resourcing to support effective end-to-end execution of strategic to operational management accountabilities related to electronic low-value payment systems.
•Ensure an effective operations function by establishing structures, duties, goals, and functions that are constantly aligned with PASA’s and the Reserve Bank’s strategic direction.
•Establish objective and agreed metrics, SLA thresholds, and parameters against which the performance of the electronic low-value payment systems can be evaluated.
•Ensure “best practice” operations management techniques to ensure effective and efficient management of all electronic low-value payment systems.
•Establish operational and organisational requirements and ensure an adequate budget to run and resource the operations function and business model.
•Establish support and project management requirements and ensure that adequate budget and resources for projects or other support requirements are created elsewhere in PASA.
•Ensure that adequate budget exists in the relevant SME or PMO areas to support large change or improvement programmes related to electronic low-value payment systems
•Regularly evaluate and review functional adequacy of the operations function to support PASA’s strategy and execution of PASA’s mandate, including functional models, resourcing, and relevant policies required for this purpose.
•Develop and implement goals, priorities and objectives and regularly review performance to ensure that established goals, priorities and objectives are achieved.
•Develop, maintain and ensure a high-performance operations team and a positive work climate that is aligned to the strategic direction and organisational health aspirations of PASA.

Core Accountability 4
.To form and engage in meaningful relationships with key stakeholders such as the South African Reserve Bank, National Treasury, FSCA, other regulators, Government Agencies, PCH SO’s, Payment System Providers and Users to consult or advocate changes, improvements or risk reduction measures to Low-Value Electronic Payment streams in the National Payment System
•Establish and maintain forums/mechanisms to allow for meaningful engagement with key stakeholders such as the South African Reserve Bank, SASSA, National Treasury, Payment System Providers, Users and their associations.
•Facilitate roadshow sessions with key stakeholders to address concerns and provide guidance on strategic, operational decisions informed by thought leadership and best practice

Core Accountability 5
Engaging and working with PASA Subject Matter Experts (SME) to:
•Ensure legal certainty through appropriate legal frameworks and rules.
•Identify strategic priorities and execute strategic projects/programs to ensure the efficient future operation of low-value electronic payments systems.
•Manage risk to ensure the safety and soundness of low-value electronic payment systems.

Core Accountability 6
Oversee effective execution of similar core accountability areas in the Card and Electronic High-Value Payment and Settlement systems via accountable managers.
