In delivering ‘social science that makes a difference’, the Human Sciences Research Council initiates and undertakes policy-oriented research projects and programmes from its offices in Cape Town, Durban, Pietermaritzburg, and Pretoria. Its public-purpose mandate is set out in the Human Sciences Research Council Act of 2008.

Job Summary:
The Office of the Group Executive: Shared Services (GE:SS) is responsible for providing a coordinated corporate support function to the HSRC for administrative transactional processes, including human resources servicing, information technology processes and support, and all facilities and occupational health and safety services and systems. It also provides advice and user support across the Organization on the use of corporate administrative and HR systems. The Office of the GE:SS consolidates administrative functions to deliver them in a cost-effective manner, promoting operational efficiencies and service improvements.

The HSRC is looking for a dynamic individual who will direct, plan, organise and coordinate the activities of these units and report directly to the Chief Executive Officer. This position is based in Pretoria and oversees the activities in the four locations.

The successful candidate will actively engage in the following:
•Designing and delivering the shared services vision.
•Meeting the expectations of key business stakeholders to ensure better business outcomes.
•Providing effective governance practices.
•Leading and managing people.
•Ensuring the effectiveness of day-to-day operations.
•Providing effective financial stewardship and demonstrating value creation.
•Driving continual improvement.
•Drive the transformation agenda of the HSRC, including but not limited to Employment Equity, BBBEE, etc.

Key Functions and responsibilities:

•Supervises staff, oversees the delivery of multi-disciplinary programmes, policies, products, and services and prepares a variety of plans, strategies, reports and proposals.
•Oversees service delivery and the day-to-day operations of Shared Services, ensuring that all standards are met and procedures are followed.
•Establishes priorities and schedules of main activities.
•Reviews and monitors related services to identify trends and problem areas, reporting on risks, key performance indicators and proposed corrective action or new approaches.
•Develops and implements new work methods and procedures of Shared Services and recommends procedural changes to improve efficiency and ensure appropriate implementation of decisions made by senior management.
•Prepares and monitors the Shared Services budget.
•Plans and monitors staffing, overseeing recruitment and any other administrative functions related to the smooth functioning of Shared Services.
•Supervises staff, manages performance, enables staff development, training and career growth of the Shared Services teams.
•Oversees and ensures the smooth functioning of information systems required to deliver services and the defines and implements changes required to maintain the systems operational and fit for purpose.
•Supports system deployment activities to ensure smooth adoption by Business Partners of Shared Services.
•Defines and ensures the implementation of appropriate Service Level Agreements, where applicable.
•Sets standards for quality and ensures that operational activities are implemented in accordance with recognised procedures and guidelines and meet the established standards.
•Establishes quality control mechanisms such as client surveys, periodic data quality assurance reviews, error escalation procedures, etc.
•Plans and develops Shared Services communication strategy and capacity development.
•Develops procedures and guidelines for use by the SS Business partners in order to ensure clarity, accuracy, consistency and accountability and to sustain and increase organisational awareness of SS core activities.
•Establishes and maintains close working relationships with functional Divisions/Offices at all HSRC Offices and liaising on issues in the implementation of established policies and escalating to policy owners any issue requiring policy related decisions.
•Provides professional leadership and manages all resources, activities and operations of the organisation effectively and efficiently, while reporting to the Chief Executive Officer (CEO).
•Manages and provides professional support and advice to the HSRC Executive on operations and staff matters.
•Builds and maintains a high-performance team and culture within the Shared Services business unit, through effective performance management consistent with the HSRC’s values and code of ethics.
•Ensures that all Shared Services processes and systems are managed in accordance with the HSRC’s business imperatives.
•Ensures that research trainee initiatives as well as programmes for staff training are geared towards promoting the achievement of the HSRC’s imperatives.

Requirements:
Key requirements:

•A relevant post-graduate degree qualification and excellent business acumen, or a relevant graduate degree and 15 years relevant experience.
•At least 7 years’ experience operating at a strategic level in a large organisation, ideally similar to the HSRC.
•Experience in an environment that is similar to the regulatory environment in which the HSRC operates.

•Excellent interpersonal skills developing strong working relationships, collaborations and enthusiastic executive communication.
•Intellectual and personal integrity, imagination and drive.
•Demonstrated experience and skills in managing Human Resources, Facilities & OHS, and IT.

•Advanced leadership and management capabilities.
•The ability to drive change, including influencing skills.
•The desire and dedication to improve performance, services and outcomes.
•A strategic thinker focusing on results, engaging and empowering people, partnering and advocating, and seeking continuous improvements.
