The Council for Scientific and Industrial Research (CSIR) is a leading scientific and technology research organisation that researchers, develops, localises and diffuses technologies to accelerate socioeconomic prosperity in South Africa. The government of South Africa, through the Department of Science and Innovation, nominated the CSIR to host the South African World Economic Forum (WEF) Affiliate Centre for the Fourth Industrial Revolution (C4IR SA).

(Three-Year Fixed Contract)
About the job:
The CSIR has a vacancy for a Centre Head for the South African C4IR SA. The Centre Head will provide leadership, and execute and promote the mandate of the South African Affiliate Centre, which is to co-design, pilot and enhance governance protocols and policy frameworks that enable the responsible application of identified emerging and 4IR technologies in South Africa. He/she will lead the recruitment and engagement of public and private sector partners and collaborators to develop national 4IR strategies and public-private initiatives that are globally relevant and locally inspired to positively transform socioeconomic conditions and the competitiveness of the economy. The Centre Head, through strategic stakeholder management, will facilitate active involvement of local public, private, labour, research and academia, legislators, and civil society sectors, as well as international networks that include the WEF C4IR Network, in order to achieve the objectives of the C4IR SA. He/she will cultivate the values of multi-stakeholder collaboration and innovation, position the Centre as a champion of good technology governance, and ensure financial sustainability and good corporate governance of the Centre. This position is based in Pretoria and it is for a three-year term that can be renewed.
Key responsibilities:
Attracting members/partners to, as well as engaging and retaining them in the Centre by:
•	Identifying and confirming South Africa’s priority portfolio of 4IR and emerging technologies on which the Centre will focus;
•	Collaborating with the Governance Board leading to a strategy and operational plan for the Centre that captures its vision, mission, value proposition, values, strategic objectives and programme of work for the short and medium terms;
•	Recruiting and engaging additional core (Tier 1), project and knowledge partners;
•	Facilitating the development of agile governance tools that can be adopted by the public and private sectors for implementation;
•	Creating platforms for co-designing, piloting, and enhancing governance and policy frameworks for application of 4IR and emerging technologies in the economy and society; and
•	 Promoting the diffusion and adoption by government and the private sector of the 4IR and emerging technologies related to developed and piloted governance protocols and policy frameworks.
Leading and managing the C4IR SA by:
•	Providing strategic direction to the activities of the C4IR SA;
•	Establishing effective functioning of governance structures (e.g. Governance Board, Advisory Committees, Project) of the Centre;
•	 Operationalising CSIR processes and decision-making frameworks that align with the governance structures of the Centre;
•	Facilitating the development and establishment of technology governance competencies and capabilities of the Centre and its partners;
•	Attracting, managing performance, developing, motivating and retaining human capital associated with the Centre;
•	Successfully delivering the initiatives of the Centre;
•	Monitoring the strategic direction, budgets and governance, as well as managing the associated risks; and
•	Monitoring, evaluating and assessing the impact of the deliverables by the Centre.
Facilitating learning and growth by:
•	Facilitating sharing of learnings by members of the C4IR network with South African partners;
•	Creating platforms for sharing and learning among partners; and
•	Leveraging the participation and  contribution of knowledge and technology experts to the Centre, including from academia and research institutions.
Stakeholder engagement, relationship management, communications and brand development by:
•	Ensuring engaged and diversified stakeholders in C4IR SA initiatives;
•	Positioning the C4IR SA as a recognised thought leader on risk, benefits and responsible adoption of 4IR and emerging technologies;
•	Improving stakeholder relationships and building the Centre’s credibility;
•	Building a strong profile of the Centre on multiple media platforms, developing the Centre’s website and ensuring that the C4IR SA brand value increases;
•	Maintaining communication with other global Centres and identifying value-adding opportunities for South Africa; and
•	Facilitating outreach within the sub-region and establishing partnerships with other C4IR Affiliates in Africa.
Ensuring financial sustainability and good governance by:
•	Developing and implementing a financially viable business model of the C4IR SA;
•	Raising sufficient funds to cover WEF Affiliation Licence costs and operational costs of the Centre annually; and
•	Managing the finances of the Centre and ensuring adherence to corporate governance protocols.
Qualifications, skills and experience:
•	A Master’s degree in the relevant field of science, engineering and technology or in technology management or governance or policy development;
•	At least 10 years’ experience in the relevant research, engineering, technology development and innovation fields, coupled with public or general policy development and/or advisory experience;
•	At least 7 to 10 years of leadership and management experience;
•	Evidence of understanding of the 4IR, emerging technologies and related technology developments;
•	Understanding and appreciation of South Africa’s development priorities, and the role and contribution of innovation and technology;
•	Exposure to public policy processes and experience in providing policy advisory;
•	Thought leadership in the research, technology and innovation field;
•	Effective leadership of initiatives and programmes that have achieved recognisable results;
•	Demonstrated management skills, including financial management;
•	Ability to work across knowledge and technology domains and integration of knowledge from multiple disciplines for application;
•	Networking, interpersonal and communications skills (written, verbal, presentation);
•	Team player, developed stakeholder engagement and relationship management skills;
•	Ability to make decisions and focus on stakeholder and partner needs; and
•	Adaptability, problem solving and organising skills.
